New tractor registration rules from July 1
On June 6, the government approved new regulations for the registration of tractors and their trailers. The new regulations maintain the previous regulations, however Several new norms have also been included.
The same procedure as before will apply to comparing trailer unit numbers, issuing state registration plates and changing owners at the State Technical Supervision Agency, as well as submitting documents for vehicle registration.
But there are also changes. From now on, when changing the owner of a tractor or trailer, it will be possible to retain the state registration number for another tractor or trailer registration that you own. It will also be possible to order an individual state registration number for general use.
The new regulations list situations when the comparison of the unit number of a tractor or its trailer may not be carried out, for example, if the tractor or its trailer, for which registration activities or technical inspection have been carried out at the agency within the last five years, is obtained directly from the owner indicated in the registration certificate. In this situation, the buyer must verify the compliance of the technical data of the tractor or its trailer with those indicated in the registration document and confirm the refusal to compare the technical data with a signature.
The regulations specify the registration of changes in the technical data of tractor equipment or its trailers after conversion, as well as establish a unified procedure for the registration, decision-making, contestation and appeal of tractor equipment and its trailers.
The design of the registration certificate has been changed. The registration certificate has been supplemented with new information about the subgroup, model, type, category and type approval number of the tractor or its trailer.
New tractors or trailers whose type does not require approval as specified in the regulatory enactments on conformity assessment of tractors, trailers and their components used in agriculture or forestry will be able to be registered until December 31, 2017.
No validity limits are set for registration documents for tractors and their trailers issued before June 30, 2017, except in cases where they are set in the registration document itself.
