On cooperation in the use of state roads
Referring to the conversation between the Latvian State Road Management and the Farmers' Parliament on 07.03.2022, an agreement in principle has been reached on mutual cooperation with farmers in three positions.
Traffic Restriction Road Signs No. 312. Sign “Mass Restriction”, which was installed in accordance with Cabinet Regulation No. 42 “Procedures for Prohibiting or Restricting Traffic”, paragraph 2.1., in order to prevent road damage that has occurred or may occur due to climatic conditions, through more active (operative) operational control, taking into account current information provided by farmers about the condition of the specific restricted roads or their sections.
Cooperation Action Plan:
– Farmers who find that the condition of the restricted state road or its section has improved in accordance with the climatic conditions and that urgent, necessary transportation for economic activities could be carried out on it, send the relevant regional department of the Latvian Road Traffic Safety Commission (LVC) current information by e-mail or using the mobile application WhatsApp with a photo of the situation and a request to remove the installed traffic restrictions, or coordinate by telephone the covering of the restrictive road signs No. 312. sign “Masas sredstvojums”.
– The regional department of the Latvian Road Traffic Safety Administration, upon receiving this information, shall assess the situation within 48 hours and, if it is determined that the removal or covering of restrictive road signs No. 312 would be permissible:
1. inform the LVC Traffic Information Center, which will remove information about the restriction from the public page “Traffic Restrictions” on the LVC website,
2. instructs the road maintenance personnel to remove the installed road signs No. 312, 3. while the maintenance personnel has not yet removed these signs, informs the person who sent the information that he agrees with him and allows him to cover the road signs No. 312 limiting the specific road section for the duration of the transportation. It is also possible to agree and allow the road signs No. 312 limiting the specific road section for the duration of the transportation in cases where climatic conditions and road conditions permit (in spring, when the road is frozen).
– In cases where the regional departments of LVC do not provide a prompt response and do not take any action within the specified time limit (48 hours), I forward the information to the LVC Maintenance Supervision Department (janis.kastanovskis@lvceli.lv) or the LVC Management Department (aivis@lvceli.lv). In arranging water drainage systems:
Cooperation Action Plan:
– When farmers identify the need for a water drainage system to be improved on a specific state highway or section thereof, they send the relevant regional department of the Latvian Water Resources Commission (LVC) an email or using the WhatsApp mobile application with current information, a photo of the situation, and a request to provide information about the possibilities and plans for improving this water drainage system, and also indicate their interest and opportunities to participate in these works.
– LVC regional department, upon receiving this information:
1. evaluates the specific situation, the resources required for it and the possible deadlines for completing the work.
2. gives the task to the road maintenance companies, also providing additional information about the applicant's interest and opportunities to participate in these works.
3. Provide information to the applicant about the findings, planned activities and their opportunities to participate in the water drainage system improvement work.
– In cases where the regional departments of LVC do not respond, I forward the information to the LVC Maintenance Supervision Department ( janis.kastanovskis@lvceli.lv ) or the LVC Management Department ( aivis@lvceli.lv )
In removing the growth:
Cooperation Action Plan:
– Farmers who show interest in overgrowth removal work should send information to the relevant LVC regional department by e-mail or using the mobile application WhatsApp, along with a photo of the situation and a request to provide information about opportunities to participate in overgrowth removal work.
– LVC regional department, upon receiving this information:
1. Assess the specific situation and, upon detecting overgrowth (trees and bushes) in the road median strip that poses a threat to visibility, traffic safety, water drainage or interferes with road maintenance activities, propose the removal of overgrowth in accordance with binding regulatory enactments and the procedure PR/A7-5 “Removal of overgrowth in the road median strip of state highways”.
2. Inform the applicant about the possibility and procedure for participating in the aforementioned announced works.
– In cases where the regional departments of LVC do not respond, I forward the information to the LVC Maintenance Planning Department (sanita.muižniece@lvceli.lv) or the LVC Management Department (aivis@lvceli.lv).
