On the intervention purchase of skimmed milk powder in 2018
We would like to inform you that on February 1, 2018, European Commission Regulation No. 2018/147 came into force, which provides that During the 2018 intervention period (March 1 – September 30) skimmed milk powder intervention procurement at a fixed (intervention) price will not be carried out, departing from the general conditions of intervention.
Thus, in 2018, the EC has departed from the general market intervention purchasing conditions, according to which 109,000 tonnes of skimmed milk powder can be purchased into intervention at a fixed price each year during the intervention period. The EC has taken this step, taking into account the large accumulated intervention stocks of skimmed milk powder (almost 400,000 tonnes), which are not being sold, and in order to limit the further increase in intervention stocks.
At the same time, the EC will open the procurement of skimmed milk powder to a competitive or tender procedure from March 1. Thus, operators who are nevertheless interested in selling skimmed milk powder into intervention will be able to submit their tenders, indicating the relevant quantity of the product and the desired price. The EC will decide on the acceptance or rejection of the submitted tenders. Sales tenders or tenders will take place once a month, and tenders, starting from March, must be submitted to the Rural Support Service by the third Tuesday of each month at 11:00 (Brussels time). In order to participate in the tender, a security of EUR 50/tonne must be paid before submitting the tender.
Additionally We inform you that during the 2018 intervention period, in accordance with the general conditions for intervention procurement from March 1 to September 30, intervention purchasing at a fixed (intervention) price will be available to all interested EU operators butter up to a total purchase quantity of 50,000 tonnes. The intervention purchase price for butter is 2,217.51 EUR/tonne. A security of 50 EUR/tonne is also required in this case. Offers for the sale of butter must be submitted to the Rural Support Service.
