On February 19, the Ministry of Agriculture met with the Ministry of Agriculture at an inter-ministerial meeting to discuss the registration of A-self-propelled vehicles. The Ministry of Agriculture does not support the proposal of the Ministry of Agriculture to establish a separate tractor registration subgroup for A-self-propelled vehicles. The objection is based on the fact that the Ministry of Agriculture violates the definition of tractor vehicles set out in the Road Traffic Law and registers category N trucks in the tractor vehicle register, which are not considered tractor vehicles. The Ministry of Agriculture's position is that despite the fact that the previous state-issued registration certificate contains the word "agricultural self-propelled vehicle", this does not mean that it is tractor equipment, because in essence these are trucks that have been renamed as agricultural self-propelled vehicles and continue to perform the function of trucks (various cargo transportation). The Ministry of Agriculture believes that: the registration of such vehicles in Latvia is not permissible, because the regulatory enactments do not provide for the registration of such vehicles in any of the vehicle registers. A converted truck adapted for agricultural work does not become a tractor or agricultural self-propelled machine, it is still and remains a converted truck regardless of what it is called. If the manufacturer has determined that it is a truck, then no conversion can change that. Such agricultural trucks are registered in specific countries on the basis of national regulatory acts, which have their own national reason and justification and, therefore, they are not binding on Latvia.
